Derive an institution password from its name and hashing method.
Derive the device PIN directly from a 15-digit IMEI serial.
Key is derived from the IMEI via gen() — same as the firmware.
Digits at positions 3, 4, 5, 7, 8, 9 … (0-based) are shifted;
positions 0–2 and 6 and non-digits are always unchanged.
Same IMEI-derived key. Alpha chars at position 2+ are Caesar-shifted
within their case (A–Z / a–z, mod 26). Positions 0–1 are always
unchanged on encode. On decode, positions 0–1 are unchanged
except position 7 which is always decoded — matching
firmware decodeName() exactly.
Digits, spaces, and symbols are never shifted.
